Analysis and evaluation of the composition of cosmetics

Safety Assessment

Safety Assessment

We carry out safety assessments of cosmetic products in accordance with Regulation (EC) No. 1223/2009 of the European Parliament and of the Council of November 30, 2009 concerning cosmetic products and prepare the necessary documentation for the product.

MPR Labs, your Regulatory Expert can help you from A to Z.

To meet the above requirements, we propose a five-step process:

  1. Review of the cosmetic formulation and documentation, including identification of any deficiencies and selection of appropriate tests
  2. Specialized Safety Assessment of the cosmetic product completed with the issuance of a safety report signed by a qualified Safety Assessor
  3. Verification of the correctness of label elements and advice on specific product claims
  4. Preparation of PIF and submitting products to the CPNP database
  5. Professional advice throughout the product life cycle on the market

Safety Assessment is the process of assessing the risks associated with the use of a cosmetic product, carried out by a suitably qualified professional. It takes into account all the ingredients, their concentration and the method of application to ensure that the product is safe to use.

Colipa (now Cosmetics Europe) and CTFA (Cosmetic, Toiletry, and Fragrance Association) 2004 were the organisations that developed guidelines for safety and risk assessment of cosmetic ingredients and promoted international standards in the cosmetics industry.
ISO/TR 18811:2018 provides guidance on the toxicity assessment of cosmetic ingredients. It covers methods for assessing the risks of substances used in cosmetics to ensure their safety.

Formaldehyde is a toxic substance and a potential carcinogen. Its presence in cosmetics, especially in high concentrations, can lead to skin irritation, allergic reactions and, in the long term, to more serious health problems.

Allergens in cosmetics are substances that can cause allergic reactions in some people. Therefore, cosmetic products must be properly tested for their content and allergenic ingredients should be clearly marked on the label.
ISO 17272:2020 describes methodologies for assessing the safety and efficacy of cosmetics, focusing on the study of the chemical and physical properties of cosmetic products and their effects on skin health.
Launching a cosmetic product in the EU market without a high-quality Safety Assessment Report is a serious offensive that usually leads to a product recall, significant financial penalties and serious damage to the cosmetic brand's reputation. A Cosmetic Product Safety Report (CPSR) is a basic requirement for your cosmetic product to enter the market. Thanks to our specialists, you will receive such a report in no time. The Cosmetic Product Safety Report consists of the following:
Part A: Cosmetic product safety information (composition, purity, exposure calculation)
Part B: Cosmetic product safety assessment (conclusions, warnings, justification, approval)
PRODUCT INFORMATION FILE
Every cosmetic product on the European market needs a Product Information File (PIF). This file contains all product information, from production to labeling. The responsible person is required to keep the product file for a period of ten years from the date the last batch of the product was placed on the market. The product's PIF must be readily available in case of an inspection at the address of the person responsible for the product.
Notification is the operation of informing the competent authorities that you intend to sell a cosmetic product on the European market. All cosmetic products have to be notified. In the EU market, notification is made in the CPNP (Cosmetic Products Notification Portal) system. The purpose of the notification is to inform the competent authorities that you intend to sell a cosmetic product on the European market, so that the relevant authorities know who to contact if they have questions about the cosmetic product or if they want to inspect it.
