Sounds simple? In practice, it means a lot of paperwork.<\/p>\n<h3 align=\"justify\"><span class=\"ez-toc-section\" id=\"Osoba_Odpowiedzialna_%E2%80%93_kto_to_taki\"><\/span><b>Responsible person - who is that?<\/b><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p align=\"justify\">Every cosmetic must have its \"<em>Responsible person<\/em>\" based in the EU. This is not any virtual entity - it is a concrete company or person who takes full legal responsibility for the product. This could be:<\/p>\n<ul>\n<li>\n<p align=\"justify\">Manufacturer<\/p>\n<\/li>\n<li>\n<p align=\"justify\">Importer<\/p>\n<\/li>\n<li>\n<p align=\"justify\">Distributor<\/p>\n<\/li>\n<li>\n<p align=\"justify\">Designated third party<\/p>\n<\/li>\n<\/ul>\n<p align=\"justify\">This person is actually the cosmetic 'gatekeeper' - making sure everything is legal, collecting documentation and being accountable to the authorities if something goes wrong.<\/p>\n<p align=\"justify\"><img decoding=\"async\" src=\"https:\/\/mpr-labs.com\/wp-content\/uploads\/2025\/09\/czy-trzeba-potwierdzac-deklaracje-kosmetykow2.png\" alt=\"Do cosmetic declarations need to be confirmed? 2\" width=\"100%\"><\/p>\n<h3 align=\"justify\"><span class=\"ez-toc-section\" id=\"PIF_%E2%80%93_tajemnicza_dokumentacja_kazdego_kosmetyku\"><\/span><b>PIF - the secret dossier of every cosmetic<\/b><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p align=\"justify\">Every cosmetic must have its \"passport\" - <strong>Product Information File (Product Information File) <a href=\"https:\/\/mpr-labs.com\/czym-jest-i-co-zawiera-dokument-pif\/\">PIF<\/a>)<\/strong>. It's like a patient's medical chart, only for cosmetics. It contains five key elements:<\/p>\n<p align=\"justify\"><b>1. product description<\/b><\/p>\n<p align=\"justify\">Who you are, what you do, who is responsible for you - the basic identity of the cosmetic.<\/p>\n<p align=\"justify\"><b>2 Security Report (CPSR)<\/b><\/p>\n<p align=\"justify\">This is the most important part! A specially qualified expert checks that the product is safe. This is not just a formality - it is a thorough analysis of every ingredient.<\/p>\n<p align=\"justify\"><b>3. production method<\/b><\/p>\n<p align=\"justify\">How a cosmetic is made and whether it meets Good Manufacturing Practices (GMP). It's about making sure everything is clean, controlled and reproducible.<\/p>\n<p align=\"justify\"><b>4. evidence of what it promises<\/b><\/p>\n<p align=\"justify\">If a cream is to 'reduce wrinkles', it has to prove it. 'We think it works' is not enough.<\/p>\n<p align=\"justify\"><b>5 Information on animal testing<\/b><\/p>\n<p align=\"justify\">Animal testing of cosmetics is banned in the EU, so here it is mainly confirmed that there was none.<\/p>\n<p align=\"justify\">All this documentation must be kept for 10 years after the last batch was placed on the market. Officials can check it at any time.<\/p>\n<h3 align=\"justify\"><span class=\"ez-toc-section\" id=\"Rozporzadzenie_6552013_%E2%80%93_przepis_na_uczciwe_obietnice\"><\/span><b>Regulation 655\/2013 - a recipe for fair promises<\/b><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p align=\"justify\">This regulation tells how cosmetics can be advertised. It establishes six 'sacred rules':<\/p>\n<p align=\"justify\"><b>1. Legal compliance<\/b><\/p>\n<p align=\"justify\">You can't write things that break the law. Logical, right?<\/p>\n<p align=\"justify\"><b>2. veracity<\/b><\/p>\n<p align=\"justify\">If you wrote that there is vitamin E in the cream, it must be there. And it's there on purpose, not by accident.<\/p>\n<p align=\"justify\"><b>3 Scientific evidence<\/b><\/p>\n<p align=\"justify\">'Clinically proven' means that someone has actually tested it. 'My aunt said it works' is not enough.<\/p>\n<p align=\"justify\"><b>4 Integrity<\/b><\/p>\n<p align=\"justify\">You cannot pretend that someone's opinion is scientific fact. An opinion is an opinion, a study is a study.<\/p>\n<p align=\"justify\"><b>5. justice<\/b><\/p>\n<p align=\"justify\">The consumer must not be misled. Points for obviousness.<\/p>\n<p align=\"justify\"><b>6 Informed decisions<\/b><\/p>\n<p align=\"justify\">Information must help the consumer understand what they are buying.<\/p>\n<h2 align=\"justify\"><span class=\"ez-toc-section\" id=\"Produkty_graniczne_%E2%80%93_gdzie_kosmetyk_a_gdzie_lek\"><\/span><b>Borderline products - where is a cosmetic and where is a medicine?<\/b><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p align=\"justify\"><strong>Sometimes it is difficult to determine whether something is a cosmetic or perhaps a medicine after all.<\/strong> The latest Boundary Products Manual (version 5.5 of June 2025) helps with such dilemmas.<\/p>\n<p align=\"justify\"><b>Example:<\/b>&nbsp;Products in ampoules or vials can be cosmetics if:<\/p>\n<ul>\n<li>\n<p align=\"justify\">They serve cosmetic purposes (cleaning, perfuming, etc.).<\/p>\n<\/li>\n<li>\n<p align=\"justify\">They are for external use only<\/p>\n<\/li>\n<li>\n<p align=\"justify\">They have clear \"external only\" signage<\/p>\n<\/li>\n<li>\n<p align=\"justify\">They don't look like drugs<\/p>\n<\/li>\n<li>\n<p align=\"justify\">Not sold with injection needles<\/p>\n<\/li>\n<\/ul>\n<h2 align=\"justify\"><span class=\"ez-toc-section\" id=\"Jak_sie_sprawdza_czy_kosmetyk_dotrzymuje_obietnic\"><\/span><b>How does the cosmetic live up to its promises?<\/b><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p align=\"justify\">This is where the real fun begins! There are three main ways:<\/p>\n<h3 align=\"justify\"><span class=\"ez-toc-section\" id=\"Badania_instrumentalne\"><\/span><b>Instrumental testing<\/b><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p align=\"justify\">Special devices measure specific parameters:<\/p>\n<ul>\n<li>\n<p align=\"justify\"><b>Corneometer<\/b>&nbsp;- checks skin hydration<\/p>\n<\/li>\n<li>\n<p align=\"justify\"><b>Cutometer<\/b>&nbsp;- measures elasticity and firmness<\/p>\n<\/li>\n<li>\n<p align=\"justify\"><b>Primos 3D\/Antera<\/b>&nbsp;- analyses wrinkles<\/p>\n<\/li>\n<li>\n<p align=\"justify\"><b>Sebometer<\/b>&nbsp;- examines seborrhoea<\/p>\n<\/li>\n<li>\n<p align=\"justify\"><b>Tewameter<\/b>&nbsp;- checks how the skin holds water<\/p>\n<\/li>\n<li>\n<p align=\"justify\"><b>Mexameter<\/b>&nbsp;- measures discolouration<\/p>\n<\/li>\n<\/ul>\n<h3 align=\"justify\"><span class=\"ez-toc-section\" id=\"Badania_konsumenckie\"><\/span><b>Consumer research<\/b><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p align=\"justify\">Real people test the product at home and fill in surveys.
